Masterplan, urban design and planning to support COVID fast-track application for 35 new dwellings.

Despite being within the urban boundary of Havelock North, the site at Brookvale Road is underdeveloped and subject to Plains Production Zoning, which is out of character with the adjacent residential zoned land. This project has required careful examination of the relevant policy context, the anomalous Plains Production Zoning, and the provisions of the National Policy Statement on Highly Productive Land, presenting a unique challenge to our statutory planners.

In support of a Plan Change Application and eventual Resource Consent Application, Saddleback have provided ongoing statutory planning support and urban design testing of potential residential development options. This includes a scheme to retain the Oderings Garden Centre and develop and additional 35 Architecturally Designed Residential Dwellings on site to capitalise on the neighbouring amenity.
